For most of history, trees in towns were treated as decoration: a pleasant extra to be added after roads, drains and buildings were in place. Today, many city planners argue that this view is outdated. They describe urban trees instead as a form of living infrastructure, as essential to a well-run city as pipes or power lines. The shift in language reflects a growing body of research showing that trees perform measurable work, from cooling streets to calming minds, and that cutting them down carries real and quantifiable costs.
The best-documented service that city trees provide is cooling. Paved surfaces absorb sunlight during the day and release it slowly at night, creating what scientists call the urban heat island effect, which can leave city centres several degrees warmer than the countryside around them. A mature tree canopy counters this in two ways: its leaves shade the ground, and it releases water vapour that cools the surrounding air, much as sweat cools human skin. Studies in European and North American cities have found that shaded streets can be up to five degrees cooler than exposed ones on hot afternoons, a difference that can be life-saving during heatwaves.
Trees also act as a quiet filter for urban air. Their leaves trap tiny particles produced by traffic and industry, and they absorb gases such as nitrogen dioxide and ozone through pores on their surfaces. Research in the United States has estimated that urban trees remove hundreds of thousands of tonnes of pollution each year, avoiding thousands of hospital admissions. The effect is not magic, however: the same studies note that trees planted in narrow, enclosed streets can sometimes trap polluted air beneath their canopies, so placement matters as much as planting.
A third service is less visible but increasingly valuable: managing rain. In a heavily paved city, storm water runs straight into drains, which can overflow and flood streets during heavy rain. Tree canopies intercept a share of the rainfall before it reaches the ground, while roots loosen the soil so that more water soaks in. One often-quoted estimate suggests that a single large tree can intercept several thousand litres of rain in a year, easing pressure on ageing drainage systems at very little cost to the taxpayer.
Beyond these physical services, trees appear to benefit the people who live near them. Hospital patients with a view of greenery have been observed to recover faster than those facing a wall, and residents of greener neighbourhoods consistently report lower stress levels in surveys. Some researchers link leafy streets to more walking, more neighbourly conversation and even lower petty crime, though it is difficult to prove that the trees themselves, rather than the wealthier districts that can afford them, are the true cause of these improvements.
None of this means that planting trees is simple or cheap. A young street tree may cost several hundred dollars to plant, and far more to keep alive through its vulnerable first decade. Many cities discover that a large share of newly planted trees die within a few years from drought, road salt, vandalism or simply poor soil. Experts therefore stress that cities should count the cost of watering and care over decades, not just the price of the sapling, and should choose species suited to local conditions rather than fashionable imports that cannot cope with local weather.
There is also a question of fairness. Surveys of tree cover in many countries show the same pattern: wealthier districts are leafy, while poorer ones are bare. Because shade and clean air follow the trees, the benefits of urban greenery tend to flow to those who already enjoy other advantages. Some cities now map their canopy street by street and deliberately direct new planting towards districts with the least cover, treating trees as a public service to which every resident has an equal claim.
The lesson researchers draw is that a city forest is not built by counting how many trees go into the ground, but by counting how many are still standing twenty years later. That requires budgets for care, laws that protect mature trees during construction, and residents who feel the local trees belong to them. Where those pieces are in place, the humble street tree repays its keep many times over, in cooler air, cleaner lungs and drier streets.
